Eugene “Bugger” McArthur is an Enrolled Member of the White Earth Reservation. His seasoned 50+ years of working in Indian Country, including serving as White Earth Tribal Chairman, has brought hundreds of millions of dollars into reservations in MN, which include major solar projects. He worked for the Red Lake Indian Reservation for 5 years in the 1990’s and again for 12 years in the 2000’s. His tenure and workload at Red Lake was focused on the following six components: job creation; funding acquisition; labor force training; business development; renewable energy; and community infrastructure. He attributes the high level of success for the Red Lake Nation to his development of partnerships with private sector businesses, corporations, power companies, and local units of government. They assisted in providing support, technical assistance, and the cooperation required to enable the development and construction of many substantial projects. Partnerships were created with local, county, state, and federal agencies to assist in labor force training and job creation.
